Thirty years ago, Paul Phillips was known as “the buoy man” at the weekend flea market in Wellfleet, until the day he saw a piece of wood in his garage that looked vaguely like the body of a duck. After a bit of work with a jack knife and paint, and the encouragement of Cape Cod auctioneer Richard Bourne, Paul began a new career as a carver of working duck decoys.
